About Opportunity Crossing

On a site once marked by loss and damage during the 2020 civil unrest following the murder of George Floyd, Project for Pride in Living is creating a powerful new chapter with Opportunity Crossing. Guided by PPL’s equitable development strategy and shaped with authentic community input, this six-story development reflects a shared belief in a future where everyone has the chance to live, work, and thrive. This development was built with efforts by the community, for the community.

Opportunity Crossing will deliver 110 new affordable housing units—the largest development in PPL’s history—with apartments ranging from studios to four bedrooms. Families will benefit from a community room, outdoor plaza, playground, and underground parking, while sustainable features like geothermal heating and rainwater harvesting will reduce environmental impact. On the ground floor, a Wells Fargo branch will return alongside four BIPOC-owned small businesses, whose owners will own their spaces, building long-term community wealth.

This transformative project came to life through deep, values-driven partnerships. Wells Fargo reimagined its former site as a hub of equity and opportunity, the City of Minneapolis invested $5 million from its Affordable Housing Trust Fund to close funding gaps, and Weis Builders brought their expertise and shared commitment to community into every detail of construction. Together, these partners have made Opportunity Crossing both the city’s largest residential development of the year and a beacon of healing, resilience, and opportunity that will benefit families, small businesses, and the community for generations to come.
